Not fully. The Television Drama Development page lists logline, synopsis, a first-draft bible (10 A4 pages excluding images), a 1-2 page pilot outline, notes on further development, a development budget and evidence of rights, and does not mention episode outlines. The Development Funding Guidelines page lists a 'Detailed Pitch Document including Episode Outlines' for first-stage applications and describes second stage as a polished bible 'to include detailed outlines'. An agent preparing a submission should follow the page with the later explicit date (the TV page states it was updated 27.07.2026; the guidelines page states no date) and confirm with the funder.

Rationale:
The document lists on the two pages were read side by side; the guidelines page says 'These Guidelines remain subject to amendment'.

Counterevidence:
The guidelines page may use 'pitch document' for the same bible; the sources do not say.

Uncertainty:
Which wording the funder currently enforces is unknown.
