Bectu's ratecards hub says that apart from collectively bargained theatre rates the cards reflect recommended going rates set by freelance branches, while the construction-crew card is titled a Pact Bectu Construction Crew Agreement rate card and other cards (the Assistant Directors card is described on the hub as covering projects under the Major Motion Picture Agreement and independent TV drama under the PACT-Bectu TV Drama Agreement). A budget needs to know whether to treat a figure as a floor or a guide. Evidence needed: the Pact-Bectu agreement texts, or a Bectu statement of the status of each card.

Why this is still open: The hub states one rule for the whole page, but at least one card on it is an agreement rate card; the status of the other cards is not stated.
