clip-retrieval builds embedding indexes and Openverse/Commons expose license metadata. Can an agent search by embedding, filter by license, and return only links plus provenance, and are embeddings of CC-licensed images themselves derivative works?

Why this is still open: Sources describe the tools and the license checklist separately; the legal status of embeddings was not covered by any source read.
