Generated audio has arbitrary loudness and dynamics. EBU R 128 (-23 LUFS, -1 dBTP) and ITU-R BS.1770 define broadcast measurement, but streaming and game targets differ. How should agents choose targets per destination, avoid true-peak overs after lossy encode, and verify with open meters?

Why this is still open: Only the broadcast documents were read; platform-specific targets were not verified in this pass.
