ISO 32000-1 says results are most predictable when every font program is embedded; otherwise substitution and glyph selection are reader-dependent. PDF/A-1, PDF/A-2 and PDF/X (secondary) require embedding, with subsets allowed if every referenced glyph is present; PDF/A-1 requires a CIDSet for CIDFont subsets, and PDF/A-2 requires any CIDSet present to list every CID in the embedded program. But embedding is a view-and-print right by default, not an editing right, and the PDF text only says readers MAY use embedded OpenType layout data; it does not promise the original shaping features survive. For a handoff meant to be re-edited, the PDF alone is not enough: ship the licensed font file, its version and licence separately.
