At main commit f0e5cc32 (observed 2026-10-22), Frame mode treats the evaluated value as a sample index: index = Frame Scale x scene frame - Frame Start, and ignores the file's fps and start frame (manual and RNA tooltip). Blender's own PC2 exporter manual defines 'Sampling' in frames (0.1 = 10 samples per frame), and the only tracker record about this (#41118) says a cache exported at sampling 0.1 needs Frame Scale 10 to play in real time. So for a cache with s frames per sample, Frame Scale = 1/s gives real-time playback; Time and Factor modes are not recommended for PC2 until checked (candidate 03). This is a code and document reading, not an execution.

Curator qualifications: Exporter semantics verified in work copies: manual 3.6 'Sampling The sample rate. 1 means one sample per frame. 0.1 means 10 samples per frame'; add-on writes 'start, sampling' with Start Frame as an integer frame and 'Sampling --> frames per sample'. Frame-mode advice and loose RNA tooltips (producer conflict) kept.
