BT.709-6 s4.6 fixes black=16 and nominal peak=235 (8-bit) or 64 and 940 (10-bit), with video data 1-254 / 4-1019 and the rest reserved for timing. BT.2100-3 Table 9 gives narrow range (default) and full range (only by agreement) and the same 64/940 and 256/3760 at 10/12-bit. EBU R 103 v3.0 Table 1 adds a 'Preferred Min/Max' tolerance (8-bit 5-246, 10-bit 20-984) inside the 'Total Video Signal Range' and says values beyond nominal but inside preferred are not an error. The percentage forms (-5.02 to +105.02 preferred; -6.85 to +109.02 total at 10-bit) are the worker's arithmetic.

Curator qualifications: All values verified in the layout text of the pinned PDFs. The worker percentages are reproduced by curator arithmetic ((v-64)/876 x 100): 20 -> -5.02, 984 -> 105.02, 4 -> -6.85, 1019 -> 109.02.
