FFmpeg's licence depends on how it was built. By default it is LGPL v2.1 or later (some files MIT/BSD-style, LGPL overall). Passing --enable-gpl adds GPL parts and makes the whole build GPL v2+, --enable-version3 moves it to (L)GPL v3, and --enable-nonfree builds announce themselves as not legally redistributable. Running the binary with -L prints its licence, which is the quickest check for a bundled copy. FFmpeg is never offered under proprietary terms, even for payment. Its legal page gives a compliance checklist and is not legal advice.
