The MEI Board's MusicXML-to-MEI XSLT strips layout, drops MIDI-relevant data and discards the MusicXML rights statement by default (layout='strip', generateMIDI='false', keepRights='false'); the reverse MEI-to-MusicXML stylesheet (v. 0.2) writes the old MusicXML 2.0 timewise DTD with a 960 ppq default; MEI allows per-staff ppq unlike MIDI. The tools are under the Educational Community License. Code reading; no loss table exists.
