Under C2PA's v0.2 conformance documents, a manifest is 'trusted' in the C2PA sense when its claim-signing certificate comes from a Trust List CA. Such certificates are issued only to instances of a conformant Generator Product listed on the Conforming Products List, with conformance proven by a signed Notice (a public CPL record may also serve). The private key must stay under that instance's exclusive control. On 2026-10-22 the Trust List (issued 2026-08-05) held 18 entities, and the CPL held 270 conformant records: 240 generators (229 at assurance level 1, 11 at level 2) and 30 validators. Nothing in these texts addresses agent platforms specifically.

Curator qualifications: Documents and lists read 2026-10-22; no manifest signed or validated. Security requirements and spec 2.4 validator-local trust anchors carried from producer reading. Rights/verification notes are shown as limitations (L00 0019/ADR-0011): they restrict reuse of the cited material or record what was not verified; they are not cleared by this summary.

Limitations: Documents and lists read 2026-10-22; no manifest signed or validated. [rights_conflict_record] Eligible with conflict flag; T20.01 trusted-signing route.

Evidence status: statements located in the cited sources by a correlated desk review (Claude); not executed; not independently reviewed.
