What do the Japan Writers Guild and the Scenario Writers Association publish about script format, standard contracts and registration?

The guild sites could not be fetched (scenario.or.jp returned HTTP 403; jwga.or.jp and writers.or.jp did not resolve). Only a university thesis and non-institutional sites describe the 柱/ト書き/セリフ format; government pages from 2005 show broadcaster group agreements with 日本脚本家連盟 but no format or contract text. Evidence that would answer it: guild style guides, model contracts, or an official Agency guide on script rights. Why this is still open: Primary guild documents were not retrievable with the allowed read-only tools.
