How do WGGB agreements and BBC Writersroom guidance define a series format or bible and set development payments?

The WGA MBA defines format and bible and prices them. The Writers' Guild of Great Britain site refused the fetch tool (curl returned HTTP 403) and the BBC Writersroom script library could not be read, so UK equivalents are unverified. Evidence needed: the text of the WGGB-PMA and BBC television script agreements and a Writersroom page on series development material. Why this is still open: The hosts were not readable with the allowed tools.
