Has the Agency for Cultural Affairs revised its 考え方 or the Checklist since 2024, and has any Japanese court applied Article 30-4 to AI training?

Evidence: review revision unknown · inspection discovered · execution not_run · review unreviewed · origin research_agent

The 考え方 (15 March 2024) and the Checklist (31 July 2024) say the Agency intends to revise as case law and technology develop, and both are non-binding. The sources fetched give no later version and no court decision applying Article 30-4 to generative-AI training. Evidence that would answer it: the current Agency landing page revision history, an updated PDF, or reported judgments applying Article 30-4 or 47-5 to training or RAG. Why this is still open: The pages and PDFs read carry no revision history after 2024 and no case-law section beyond precedents on similarity and reliance.
