Which audit-threshold rule governs a project co-funded by Telefilm, the Canada Media Fund and the CPTC when the documents differ at $250,000 and $500,000?
Telefilm's ARR requires an audit when the budget is 'in excess of $500,000' and a declaration at '$250,000' or less; the CMF requires an audit at '$500,000 or greater' and a review from '$250,000'; CAVCO requires an audited schedule at a final cost of '$500,000 or more'. The CMF appendix says the Guidelines prevail over Appendix B in a conflict but is silent on Telefilm's own ARR. Evidence needed: a financing-agreement precedence clause, a Telefilm or CMF clarification, or a CAVCO notice on combined funding.
Why this is still open: Each document sets its own threshold and none addresses overlap with the others.
