libtimecode 85af0c9a header restricts drop to 2997/100; FFmpeg (83195411 = 4bef4614 bytes) applies drop to multiples of 30 with 4-label skip at nominal 60; libltc bf84b010 skips labels 0 and 1 at each minute whose units digit is not 0 when dfbit is set (static code reading, not run). Curator qualifications: Whether four-label drop at 59.94 is normative under ST 12-1 is unknown (standard unread). Ardour manual SMPTE 12M-1999 -86 ms statement (E7) and libtimecode .c arithmetic (E1/E2) not reinspected by curator. libltc drop-bit setting rule round(fps*100)==2997 is in C2-B12-C2-14, not reviewed here.
