PROPOSAL (1919 practice as the basis): what check can an agent run to audit a numbered scenario against the stated rules of a manual, and what should its output look like?

PROPOSAL, not a source finding. The audit in C3-B287-S95-06 can be turned into an agent check in seven steps: parse the headings and the leader and insert markers; verify the numbering; compute counts; run the rule table; classify each result as follows, breaks, partial, judgment or not testable; show the source lines and any existing candidate id beside each result; and output a table with a 'reader decides' column instead of a score. The reference run on the Chapter XX specimen gives 10 follow, 6 break, 2 partial, 3 judgment and 5 not testable of 26 checks. The manual itself supplies one test of the method: students are told to count the scenes and the leaders in released pictures. The steps are mine; the rules are the authors' 1919 advice. No part has been executed beyond the reference run.
