How did the Industry-Wide Labor-Management Safety Committee's Bulletin #1 on firearms differ between the version served on 2021-10-22 (footer: revised April 16, 2003) and the April 29, 2024 revision?
Two pinned texts of Bulletin #1 show continuity and change. Carried in both: no coercion into handling a firearm, the Property Master's control and daily inventory with schedule time, loading just before use, letting actors near the line of fire witness the loading, sound notification, safety meetings, PPE. Changed or added in the April 29, 2024 text (8 pages vs 4): the armorer role, an explicit custody-and-control definition, Property Master presence whenever a firearm is used (the 2003 text allowed a weapons handler or other personnel to stand in), dummy rounds and prop firearms as defined terms, blank-fire adapters, minimum safe distance, 'all clear', a Production Responsibilities list and a glossary; rubber/replica guns move from 'whenever possible' to 'should consider'. Nothing is claimed about when changes were made or about revisions in between.
