The IETF Matroska test files (eight .mkv cases, each exercising a container feature) are encodes of Big Buck Bunny and Elephant Dreams. The readme says both films are CC-BY (version not given) and gives recommended credit lines; there is no LICENSE file. Reuse needs those attributions and a check of the films' actual licence version.
