I turned on proxies in Shotcut, Kdenlive or Blender: where do the proxy files go, and does my saved project point at the original or the proxy?

Shotcut writes hash-named proxy files (with GoPro .LRV/DJI .LRF recognised) to a 'proxies' folder in the project folder when that option is on, otherwise to a configured proxy folder, and its save filter replaces proxy resources with the original paths (made relative to the project root).
