What do the Sami Ofelas (Pathfinder) guidelines say about consultation, ownership, script review and who they apply to?

The Pathfinder (Sámi Film and Culture Advisory Board with the International Sámi Film Institute; version 22 February 2021) asks productions with Sámi content, or shot in Sápmi, to use it as early as possible and in any case before the script is completed. An expert group evaluates the project and ISFI can then confirm that it is culturally sensitive and respectful. Its checklist asks about Sámi ownership through a producer or co-producer, Sámi writers, meaningful consultation, Sámi actors for Sámi characters, Sámi language, community benefit, and whether anyone has said No; consent is mostly obtained in face-to-face consultation. It states Sámi ownership of their culture and stories, says it does not answer every question, and points to a lawyer for legal matters.
